Judy Robinson

Executive Director

Sacramento Region eMobility Collaborative

Judy Robinson is currently the Executive Director of the Sacramento Region eMobility Collaborative "Sac eMO" (formerly the Sacramento Region Plug-in Electric Vehicle Collaborative), a regional, multi-sector Collaborative of over 100 participants who have been working together since 2015 to increase the deployment of electric/zero emission vehicles and related infrastructure across the Sacramento Region. Our members are a diverse group of publics, private and non-profit organizations working together to provide clean and affordable transportation and mobility alternatives and solutions. She was formerly the Sustainability and 2020 Census Manager for Sacramento County. She has over 35 years of experience with local government, community planning and development, parks and open space, sustainability, climate resiliency and health. She is also a Team member for "Design 4 Active Sacramento," a cross-sector Health team, doing focused work on using the built environment to improve the public’s mental and physical health. Access to multiple mobility modes is key to a healthy life. Judy is a recognized leader and expert on Planning, Climate, Sustainability, Health and the Built Environment. As a leader, she understands the importance of collaboration and community capacity building, racial equity and embracing the richness of Sacramento’s diversity.

Jaime Lemus

Director of Transportation and Climate Change

Sacramento Metro Air Quality Management District

Jaime Lemus is a descendent of the Purépecha Indigenous people of Michoacan, Mexico. In 1998, Jaime attended U.C. Davis where he began his research on air pollution and environmental degradation. Jaime started his career at the Sacramento Metropolitan Air Quality Management District in 2001, and since, has gained a wide breadth of experience working in multiple divisions in various capacities. He was appointed as Director of the Transportation and Climate Change Division in September 2019, and now leads the Sac Metro Air District in advancing innovative transportation and land use strategies in the region to mitigate climate impact and improve regional air quality.

Tim Taylor

Director

Sacramento Clean Cities Coalition

Tim Taylor managed the Land Use, Communications and Mobile Source Division at the Sacramento Metropolitan Air Quality Management District (SMAQMD) from 1996 to 2003 and from 2007 to his retirement, in August 2018. He began at the Air District in 1991, in the "Clean Alternative Fuels/Low-emission Vehicles (CAF/LEV) Program" and became a Division Manager in 1995. In August of 2003, Mr. Taylor left the Air District to assume the role of Director of Strategic Marketing Planning for Cleaire, an exhaust emission control company, and returned to the Air District in 2007 as a Division Manager overseeing the implementation of a wide range of programs including Mobile Programs, Land Use Programs, Communications Programs and Climate Change Programs. Mr. Taylor has served on several professional associations in the past including Secretary, Treasurer, Vice-President and President of the Public Equipment Managers Association (PEMA), a member of the Bay Area Air Quality Management District's Community Air Risk Evaluation (CARE) Task Force, a member of the California Air Pollution Control Officer's Association (CAPCOA) 2010 Climate Change Conference Steering Committee, Chair of the Central California Ozone Study "Further Study Measures" Committee and Chair of the CAPCOA Mobile Source and Fuels Committee. He currently serves as Co-director of the Sacramento Clean Cities Coalition.

Gina O’Neal

Sacramento Metro Air Quality Management District

Gina O’Neal is a seasoned Air Quality Analyst and accomplished Grant Writer, boasting an impressive success rate of 96% with the Sacramento Metropolitan Air Quality Management District. Her expertise lies in event planning, and managing events with record-breaking attendance of over 600 participants. In collaboration with her mentor and co-coordinator, Tim Taylor, they have successfully conducted more than 18 diverse workshops, trainings, and events in the past year. Their teamwork and dedication have been instrumental in these achievements. O’Neal’s grant writing skills have proven highly effective, securing over $49 million in grant funds for various transportation projects. The most recent accomplishment is the Del Paso Heights Mobility Hub, powered by GreenTech. Always eager to collaborate, O’Neal seeks opportunities to work with other Clean Cities Coordinators. She is open to sharing her experiences and insights and is committed to helping others think creatively and outside the box. Her passion and dedication to her work are evident in her many accomplishments and ongoing projects.

Fedolia Sparky Harris

Sacramento Metro Air Quality Management District

Fedolia “Sparky” Harris holds a B.A. in Geography/Ecosystems and an M.A. in Urban Planning both from UCLA and has been a planner for the City of Sacramento for over 20 years following a 7-year stint in regional transportation planning with the Sacramento Area Council of Governments (SACOG). He has managed a variety of efforts for the City from establishing and managing the carshare program to working with Congresswoman Doris Matsui to bring back electric streetcars. In 2016, Sparky ended 8 years of service on the City of Elk Grove Planning Commission in anticipation of relocating his family to Midtown Sacramento to enjoy a more walkable and car-light lifestyle.
